It enables all sorts of cool features to be built on top of the identity, encryption, and signature verification that PKC provides.

Because the web3 ecosystem has exploded in popularity, many more people have access to keypairs (wallets), and friendly UIs (@MetaMask , @rainbowdotme, etc) with which they can use them.

Sure! Web3 is based on public key cryptography (your ethereum wallet is a public/private keypair).
